DECEA | UTM Tax Model

The rapid growth of drone operations in Brazil requires solid governance to ensure safety, scalability, and sustainability in the use of airspace. The BR-UTM system, coordinated by the Airspace Control Department (DECEA), is the foundation for this management and includes, among its challenges, the definition of fair and effective tariff policies.

 

This project aims to structure a tariff model proposal adapted to the Brazilian reality, based on international benchmarking, regulatory analysis, and computational simulations. Different variables will be evaluated, such as mission type, frequency of use, geographic location, and the maturity phase of BR-UTM (agricultural, cities, metropolises, etc.).

 

The initiative will work along two research lines: one focused on the analysis of international models and the other on modeling scenarios and economic and regulatory impacts.

 

Expected results include: a technical report with recommendations to DECEA, academic publications on tariffing and regulation for unmanned airspace. The project reinforces ITA’s role in applying data science for public policies and regulatory innovation in the aerospace sector.
